Roger B. Moore has practiced land use, water, natural resources, constitutional, environmental and administrative law with the firm since 1992. He has served as a partner since 2003, when Rossmann and Moore became a partnership. As a litigator, negotiator, and advisor, Mr. Moore is a veteran of major disputes involving the regional and statewide consequences of water projects, water transfers and development decisions. He has expertise in the enforcement of environmental, transportation, energy and nuclear waste laws, and in the interface of water supply, water quality, land use and climate change planning. On issues of neighborhood and national concern, he advises clients on meeting the complex demands of modern planning in a lawful, productive and environmentally sustainable manner.
Mr. Moore currently serves on the Executive Committee of the California State Bar’s Environmental Law Section, which elected him Secretary for the annual term starting in October 2012. He graduated with highest honors from Swarthmore College (1984) and cum laude from Harvard Law School (1987). Before joining the firm, he served as a teaching fellow at the Harvard Graduate School of Education, and as a research associate at the University of California’s Office of General Counsel and at the Voting Rights Project of the Lawyers’ Committee for Civil Rights. He clerked for the Honorable Lawrence K. Karlton, Chief Judge, U.S. District Court, Eastern District of California.
In addition to teaching seminars on water and land use law, Mr. Moore has lectured and written on subjects ranging from historic preservation, human rights and voting rights to music criticism. He serves as program coordinator and coach for creative performance teams in the Odyssey of the Mind program at Glenview Elementary School in Oakland. He is the firm’s second-best percussionist and a slow, but stubborn distance runner and cyclist.
